Suggestions For The Upcoming Officials Committee Meeting

Since we now live in a country that is obsessed with TRANSPARENCY AND ACCOUNTABILITY, I think it is a good time for us to share some of our suggestions for our Officials Committee to consider at their meeting on February 14th.
Hopefully, the AD HOC COMMITTEE has died a natural death and the OFFICIALS COMMITTEE will actually function in the realms of their intended purpose. There is much work to be done in Texas and that responsibility lies primarily with the Officials Committee under the direction of the Sectional Chairman.
Here are a couple of suggestions to prime the pump for the meeting:
* Disband forever more the practice of a secret Ad Hoc Committee that makes all the major decisions for the Officials Committee.
* Take some positive steps toward hosting additional schools throughout Texas for those officials who could not attend on the specific weekends in their cities.
* Demand accountability and openness concerning the financial issue related to one of our officials in a major city in Texas. The Sectional Chairman is well aware of this issue and should discuss it openly in the Officials Committee meeting and let them make the proper determinations.
* This time, be sure that the Sectional Chairman follows Roberts Rules of Order during the committee meeting.
Since I know that the leadership at the USTA (and their attorneys) regularly read our blog, I hope this all gets through to the proper channels.
Here's hoping for a productive Officials Committee Meeting on the 14th of February...

Normally I do not inflict the words of a Baptist preacher upon you but I found this quote from Adrian Rogers and I thought you would like it. Adrian was a friend of mine and one of the finest preachers I have ever heard--but more than that, he had a great grasp of what was happening in our nation. Here is his quote:

"You cannot legislate the poor into freedom by legislating the wealthy out of freedom. What one person receives without working for, another person must work for without receiving. The government cannot give to anybody anything that the government does not first take from somebody else. When half of the people get the idea that they do not have to work because the other half is going to take care of them, and when the other half gets the idea that it does no good to work because somebody else is going to get what they work for, that my dear friend, is about the end of any nation. You cannot multiply wealth by dividing it.”

Let's Put On Our Thinking Caps



Throughout history people have utilized bright new ideas to strengthen nearly every area of their lives. Perhaps it is time we make a concerted effort to get new and bright ideas in the area of TENNIS OFFICIATING...

Here are a few thoughts to stimulate our discussion:

* Scheduling some additional OFFICIALS SCHOOLS in strategic areas throughout the state for people who were unable to attend the school in their area. These schools don't have to be taught right now but could be scheduled for sometime during 2009.

* Creating a site where officials could take the OFFICIALS TESTS online and receive their certification. These sites would be similiar to the Defensive Driving sites where it takes a certain amount of time and all dvd's would be presented. At least make it an option for officials who have 3-5 years experience and don't need to sit through a school every year.

* Creating a data base that is available to all officials that lists the certified officials in Texas and their levels of certification. You can make this information available only to certified officials and it does not have to list personal information other than email addresses.

* Creating a TENNIS OFFICIALS BLOG where our leadership could answer specific questions and post their responses for all to enjoy. There is no reason to fear communication.

* Create a TENNIS OFFICIALS BLOG/WEBSITE where officiating opportunities are listed (with contact information) for all to access. There are currently some printed materials available but many times they are outdated or incorrect. Online access is much more useable.

These are just a few suggestions. Let's hear more from you!!!

And Yet Another Lawsuit

Today's Dallas Morning News had an interesting article about a Mother (of a student at North Garland High School) who is filing grievances and threatening to sue because her son was not selected as the Drum Major. She has even told the press that she will pursue her case to the Supreme Court if necessary for her son to receive justice. One of her major contentions is that her son was bypassed because he is an African American. Now its all beginning to sound all too familiar... The saddest part is that mothers like this have permeated our thinking in society and everyone thinks the solution is another lawsuit.

Take for instance the following:

1. Parents in the Alamo Heights School District (San Antonio) filed suit against the tennis coach because their children weren't playing enough. The coach was eventually fired but nothing was said about the players' abilities.

2. A USTA official files suit against the USTA and received a multi-million dollar settlement because she was being discriminated against. Its always easy to bring up race, gender, and sexual orientation when you are suing! Nothing was mentioned about her abilities as an official.

3. Mothers of cheerleaders frequently file lawsuits because their darling daughters aren't chosen as cheerleaders. Again, no mention of their abilities.

4. A convicted felon in Texas filed a lawsuit against a family because he got trapped in their garage when he was robbing their home. Seems that he wasn't provided with the "basic necessities of life" and was disciminated against "because of his race." I'll leave your conclusions to your own imaginations.

5. A well known collegiate coach was dismissed (fired) because the father of one of the players threatened to sue because his daughter wasn't playing enough. The Dad threatened to tie the school up in court so long that they chose to fire the coach instead of pay the legal bills. It was cheaper!

I do know personally that lawsuits command a lot of attention--and even the threat of a lawsuit usually produces the sought after effects. Consider these two examples in our Texas Section:

1. Last year our Sectional Chairman refused to certify a duly trained and performing official as a referee. When that official threatened to sue both the Chairman and the Section, the certification was promptly granted.

2. Last year our Sectional Chairman refused to send me a copy of a grievance filed against me. When I mentioned a lawsuit to the National Chair of Officials the grievance suddenly appeared in my email.

There are times that lawsuits are valid and necessary but the vast majority of them are ridiculous. The two examples mentioned above never would/should have happened if the proper actions had been taken by those in authority. Personal differences should not dictate policy.

The lighter side of this whole issue is that some of the lawsuits are so frivilous that they become humorous. I'm patiently waiting for the class action lawsuit filed on behalf of white men over the age of 50! I'm joining in--and can't wait to see the size of the settlement we receive from the USTA.

Our Unruly World We Live In

Seems like everywhere we go today we find people who are rude, arrogant, and overbearing in their attitudes and behavior. The sad part is that it has definitely spilled over into the tennis world...

We regularly see parents berating officials so its no wonder that their children behave like they do. But then we shouldn't be surprised when our mainstream media showed people booing President Bush when he left Washington. I bet he was one happy camper inside that helicopter! Just imagine the verbal abuse he has endured for eight years at the hands of our LEADERSHIP in Washington. No wonder tennis tournaments are like they are...

History always tells us that the pendulum swings in each direction--but I'm wondering how much further it is going to swing in the wrong direction. We have had parents and players threaten the lives of officials, spit on them, berated them, and abused them regularly so there definitely needs to be something done. Here are some of my suggestions:

1. All officials need to have a good working knowledge of the rules, how to enforce them, and how to deal with people. Many times our problems arise not because we don't know the rules but because we don't know how to (or aren't trained to) deal with unruly people.

2. The discipline and grievance committees from the national to the local level need to take a firm stand on this issue. It does no good for an official to give a code and then noone in the state office to keep track of the violations. Its time for the Discipline and Grievance Committee in Texas to stand up and start giving out some viable penalties for these offenders. If a parent or player threatens the life of an official they should be banned forever... Far too often the offenders in Texas are simply given a slap on the wrist.

3. Our officials schools need to have more teaching and training in the area of people relationships. There are ways to diffuse difficult situations but people need to be taught the basics for these situations.

4. From the national leadership to local leadership there needs to be a new emphasis on educating parents on the proper behavior for a tennis parent. Obviously, a bunch of them don't know...

Times have changed for officials--and not for the better. Many parents, players, and spectators are quick to resort to physical tactics so we all need to be "aware of the nature of the beast."

We would welcome any suggestions about how to make the situation better...

Help Needed: How Would You Rule?

We need your wise advice as officials...

In an ITA singles match the players disputed the score in a game. They agreed that the server lost the first two points and the fifth point but disagreed on points 3 and 4.

Would you:

1. Replay points 3 and 4 and then add back in point 5?
2. Go back and begin play at love thirty?
3. Replay the whole game.
4. Have a quick on-court prayer meeting and hope they remember those two lost points.

After we get your comments, I will tell you how we resolved the issue. I'm not sure we did the right thing but at least both players and coaches seemed happy and satisfied.

Get Ready For Your New Neighbors

Since President Hussein Obama announced yesterday the closing of Guantanamo you need to begin to prepare to greet your new neighbors.

In honor of diversity, they will be moving the relocated residents to their new homes in your neighborhood. Of course they will not be required to make their house payments because that will be part of the new bailout plan. Their utilities will be covered also as well as health insurance for them and their families--free of charge of course.

Just a little reminder: you might want to carefully guard your children since these relocated residents are all war criminals.

Inauguration Day 2009


I must admit that I was speechless at the events of Inauguration Day 2009--and it took me a day to recover my voice and thoughts...
My nephew in NYC texted me in the middle of the proceedings to tell me he had "tears in his eyes and that he is finally proud to be an American." Folks, I had tears in my eyes but not for the same reason and I am tired of people saying like Michele Obama that she is finally proud to be an American. I have been proud to be an American all my life--and especially for the past eight years under President Bush. I'm proud he withstood the vitriolic attacks by the Democrats for eight years and he successfully kept our country safe! I have doubts that Hussein Obama will do the same.
The culmination of the day came when Rev. Lowery said his prayer and stated that he yearned for the day when "white will embrace what is right." Excuse me, but I grow extremely weary of the attacks on white people in this country and every person needs to embrace what is right and not just the white people. Hussein Obama is half white--I just wonder where his pride went over being a white American?
I am over yesterday and have my voice back--and it sure feels good!

Question of the Day: Do Officials Penalize Women More Frequently Than Men?

As I was watching the Australian Open this morning I saw a chair official give a time violation warning to a girl named Barrois who was playing Dementieva.

Good old faithful, Martina Navratilova, then launched into a tirade about how an official shouldn't give a code violation (which the official didn't do--she only gave a warning) for taking too much time. Martina then stated that officials routinely penalize women for things they permit men to do.

What are your thoughts on this issue??? I'd love to hear from you.

Thoughts To Ponder



With officials schools happening all over the state and everyone having such a good time, I thought it would be good to reflect on some questions we could ask or topics we could discuss at the schools. We would be open to any suggestions you might have or just think on these:

* How to properly break another official's pencil.

* How to properly cancel an assignment to take another more attractive one and not attract attention doing so.

* How to properly file a grievance.

* How to confer with the Sectional Chairman before filing said grievance.

* How to obtain a copy of Roberts Rules of Order so you know how to do things properly.

* How to schedule only male officials and not appear pigish or biased.

* How to make female officials happy when you do schedule them to work. Special emphasis given to "sensitivity training."

* How to get officials to get along if you have more than one.

* How to get your FAC before all the schools are completed.

* How to get an invitation to work at the US Open.

* How to become on of the "anointed ones" in the USTA. Special emphasis given on "kissing up", "sleeping around", and "kissing hiney."

* How to get an invitation to the secret ad hoc committee meetings held in Texas.

* How to reach Herb Taylor in case you need a new interpretation of a rule.

* How to get in touch with Roz Tuerk in case you need some printing done.

* How to get a Baylor match assignment without having to suck up to Chuck Scott.

* How to go to Oklahoma to do a match without feeling that you are slumming.

* How to do a match at A&M and totally ignore Kyle Field staring you in the face.

* How to get a Longhorn face painted on you when you are in Austin.

* How to do a match at OSU without getting bit.

These are just a few suggestions. We would welcome yours...

Diversity: Is It Good or Bad?

"DIVERSITY" is definitely the big buzz word in our society today--and nowhere more evident than in the USTA and tennis officiating. Personally, I think the case is overstated and we are experiencing a knee jerk reaction instead of positive steps. I think our tennis officiating world (at least in Texas and Oklahoma) is doing just fine and I honestly don't think people really care if you are black, white, red, tan, or green and they sure don't care if you are hetero, metro, bi, or gay. Its time we slow down the pendulum in this area or we will find ourselves in the ditch of overreaction...

Like many of you I have received "instructions from above" that we should hire more minorities, women, and lesbians--and I find that instruction to be repugnant at best and repulsive at worst. I have friends that meet all those criteria but I sure don't (and won't) hire an official on the basis of those criteria...

Now for the ditch on the other side of the road... Here are some current examples:

* A well known female chair official is barred from chairing a certain female player's matches because she is trying to date her. You have got to be kidding--but it happened right here in Dallas.

* That same female chair official regularly sits in mixed groups of officials and extols the virtues of lesbianism to everyone within ear shot whether they want to hear it or not. If anyone objects, they are ridiculed as being "bigoted."

* A well known male official requests to do certain ITA matches because he thinks certain male players are hot and hung. Interesting road to go down there... I guess we could ask for statistics from the players before making any judgment here.

* A female official dares USTA officials to demote or not promote her quickly or she will "sue their pants off." Seems to happen on a regular basis...

Just some thoughts for your consideration. Seems like we have a ditch on either side of the road...

Its Back To School Time Again

Well, its that time of year again for all officials to head back to the classroom. But--its always fun!!

Remember to bring your USTA card and it wouldn't hurt to bring your data card to be sure that its filled out correctly. Also don't forget to bring your completed tests! You can find them on www.usta.com.

To find the school in your area you should go to the Texas Section website and find their most recent posted schedule. You probably should contact your local coordinator in advance to be sure that the information is correct.

Why Do I Bother?

Someone has well asked me "why do you bother with all these things going on in the USTA and in the Texas Section?" Good question and one that deserves an answer. Here you go:

* First and foremost, is that we always need to do what is right and truthful when it comes to other people's lives, reputations, and vocations. I have seen far too many officials reputations, and consequently their vocations, ruined or damaged because of things done in secret.

* Because I believe the Ad Hoc Committee has far overstepped its bounds and authority. The Texas Section Officials Committee is duly elected and appointed by the proper power (the President) in the Section and the vast majority of these matters should be handled by the full committee. I do believe that schools/instructors selections could best be handled by either a Schools Sub Committee or the Sectional Chairman working on conjunction with the schools coordinator. This is certainly not the job of a select hand-picked group. The entire Officials Committee is composed of fine, mature officials who can obviously handle any issue or problem that might arise.

* Because I know how it feels to have your name and profession maligned without any representation. Personally, I was offended when my name, reputation, and profession was allowed to be publicly discussed in the last Officials Committee meeting without my consent and/or attendance. The final straw in this vein is when Don Brandy was removed as an instructor and not even given the common courtesy of even notifying him of the change.

* Because I think we have the best officials in Texas and our dealings with each other should be above board, transparent, and accountable. If you always tell the truth you never have to worry about something being done in secret.

* Because as schools coordinator I was instructed by the national powers that be to remove a certain Texas instructor without any reasons or merit or even contacting the instructor in question. I refused to honor their request and am sure glad I did!

* Because we can have a spurious grievance filed against us in conjunction with the Sectional Chairman and then have the chairman refuse to even show us the grievance. Again we are back to common courtesy and doing what is right.

* Because I get tired of being threatened with lawsuits over my blog for ridiculous reasons. I have always found it interesting that the Texas Section would ask me to post things of interest/information on the blog when they needed me but then would come against me when they didn't. Kind of a two sided coin there.

Mainly, I bother because I love officiating and I appreciate our officials in Texas and think we all have the right to expect truthfulness, openness, and honesty.

The Revelation: The Ad Hoc Committee

The way our Texas Section is set up is for the Officials Committee to make all the policies and major decisions concerning officials in Texas but alas, this is not always the case. An "Ad Hoc Committee" is a committee that is basically appointed by the Sectional Chairman for a specific purpose and has not and never should be intended as a permanent committee or subcommittee. In Texas, that is not the case. During Cheryl Jones' tenure as Sectional Chairman the ad hoc committee existed but was merely to strengthen and improve the schools and the organization in Texas; however, that changed dramatically under the direction of our new Sectional Chairman.

We have an ad hoc committee that has been functioning for at least the last 6 years because I have been a member of the committee for that length of time. During this time we have correctly addressed specific issues that were raised when the total Officials Committee was not in session--and that is the role of an ad hoc committee. HOWEVER, in the past two years that committee has been deliberately expanded to reach far beyond their limits. Here are some specific examples:

1. In 2007, the ad hoc committee met at Bruce Sampley's home to discuss all issues concerning the Texas Section. Because all committees took an oath not to tell what anyone said specifically in the meeting I will not reveal any of those confidences; however, I will share specific issues that were dealt with and their outcome.

At this meeting there was a lengthy discussion of officials schools and which locations should host a school. Much attention was paid to being "diverse" and "tolerant" so we moved the national school from San Antonio to the Rio Grande Valley to appease the powers that be.

It was also at this meeting that it was decided to remove Sammie Poulsen, Susan Burns, and Tippy Garza as instructors. There was a very lengthy and personal discussion of each of these instructors and it was unanimously voted to remove them as instructors. Since I have been maligned and slandered throughout the entire country by one of these officials I am herby stating openly that I was NOT the one who recommended her removal; however, I did vote to do so in unanimous agreement with the rest of the committee. This offended former instructor knows who all was on that ad hoc committee but continues to malign me whenever possible as the "one who kicked her off the instructor's list".

At this ad hoc meeting we also went into lengthy discussion about who we felt was worthy to be selected as official of the year. Bruce Sampley then made the formal presentation at the annual Officials Committee meeting. There was much personal discussion of each of the recommendations which is far outside the scope of any ad hoc committee's responsibilities.

2. In our 2008 meeting at Bruce Sampley's home we discussed specifically who we would permit to be considered for "Official of the Year". Those names were then submitted to the Officials Committee at their annual meeting. Since I was not at that meeting I do not know who was selected.

At this meeting we also went into an indepth discussion of schools, their locations, and their instructors. It was decided that we would not let San Antonio host another national school since they never have enough attendees. It was also at this meeting that it was decided to remove Don Brandy as an instructor and the responsibility of informing him of his removal was given specifically to Bruce Sampley. The meeting was held in August and Don was never informed of this decision until all teaching assignments had been made and then he called Bruce and asked specifically if he had been removed.

There was also a very pointed discussion about removing another instructor but specific direction was given by the Sectional Chairman not to remove this official because of her gender and race and we could not afford another lawsuit.

These are just a few of the specific things that have been discussed and decided in the Ad Hoc Committee and even though I was in attendance, I can assure you that all, if not most, of these decisions were well out of the realm of this committee's responsibilities.

The sad thing is that the EVERY MAJOR DECISION that is ever discussed in the Officials Committee has been decided beforehand in the Ad Hoc Committee meeting.

Perhaps it is time for the Officials Committee members to take a stand to actually do what they have been commissioned and appointed to do.

Note: In a phone conversation with Bruce Sampley in September he threatened me with decertification if I revealed any of the details of these ad hoc committee meetings. If that is his choice, we'll see how it sorts out in the courts.

Basically, it was time to tell the truth and the facts...

2009 National Co-Champions






2009 CO-NATIONAL CHAMPIONS




After analyzing all of the bowl and season results the obvious outcome of this season should be that the University of Texas Longhorns and the Florida Gators should be declared CO-NATIONAL CHAMPIONS for 2009. This decision is based on the fact that Texas crushed Oklahoma by 10 points back in October and Florida barely edged them by 10 points tonight thus awarding both teams the CO-NATIONAL CHAMPIONSHIP.
Tonight's announcers should have called themselves the "Tim Tebow Show" with all of their superlatives for Tebow. Not only were they possessed with Tebow, they made some inaccurate statements. Here were the worst two:
1. When they said that Tebow is "without question the greatest leader in college football." Obviously they have never called a game with Colt McCoy, Graham Harrell, or Sam Bradford before.
2. When they said that Bradford is "the most accurate passer in college football." Obviously they have never read Colt McCoy's statistics because he far surpasses all of them in this category.
Once again, congratulations to the Texas and Florida for being CO-NATIONAL CHAMPIONS. (At least in my unbiased opinion and with tongue in cheek.)
