Some questions:
Where will the "Hill Country" school be held? Or is that just a way for San Antonio to have a second school?
How will it be determined if the "if needed" schools will take place? And who will make this decision?
Is El Paso not in the Texas Section?

I would say that is an astute observation or perhaps a favor to a certain official who lives in the hill country...
The "if needed" schools will be determined by the Sectional Chairman. Not sure what criteria he will be using since there is no way of knowing who was unable to come to the weekend schools in January and February.
Maybe a mind reading course is in order...
El Paso is not in the Texas Section as far as I know.
El Paso County is with Arizona and New Mexico in the Southwest Section.
