How Would You Rule? Is The Racket Broken Or Isn't It?

SCENARIO

In an ITA dual match, Player A jumped up into the air after losing a point and slammed her racket into the ground.  No code...

She then walked over and put her racket into her bag and got another.  The Chair Official then coded her for "racket abuse" because he said she had broken her racket.

Player A then loudly protested and said she had not broken her racket but was simply getting another.  The officials checked her bag and racket and found it to be "unbroken" and the code was rescinded.

Was this the correct ruling?

If player A slammed her racket onto the court and the catfish felt it to be abusive enough to code the player, and whether the racket was "broken" or not, it should've remained a code violation. Catfish should have never went through her bag and suspended play. The code was called, and it should stand.

Catfish was innocent on this one. He was busy doing matches in Dallas while this event occurred in another state. That doesn't mean Catfish wouldn't have done the same thing though... He's pretty creative.

I'm flattered...

Was this one of those idiot professional chair umpires attempting to officiate a collegiate match? If so, then it makes a lot of sense. The racket doesn't have to be broken before a code is warranted.
